The project needs assessment is intended to verify whether the project is needed. Answers to key questions are as follows:
Our analysis of the present status of the Tilahi area paints a dire picture of the severe conditions prevalent in the area. Extreme poverty, indentured servitude and widespread discrimination encountered by members of the Musahar caste -- the "untouchables" -- who reside there are unfortunately the prevailing characteristics of area. Without the implementation of new programs, these conditions will undoubtably prevail.
As have been described, improvements to the area are being implemented and are contributing to new opportunities for individuals living in the area. In particular, education, improved health care and water and sanitation projects are helping to improve local conditions.
The key question regards the pace of change. The prevailing opinion is that change will be slow and that there is the need to enact more structural improvements.
Our assessment is that "transformative" changes will only be possible if the proposed project is implemented. The creation of paths out of poverty for members of the Musahar Caste are the key. Providing new opportunities to raise crops and live on land owned by a NGO can make a major difference to village members. In addition, the provision of safe water and improved sanitation can improve the health of area residents. Finally, the development of a community center that offers opportunities for health care, education, and a place to gather can enrich the lives of the village members.
